bicep measurements are bullshit. ive gotten multiple unprompted mires outside of the gym from people i barely knew with my 13 inch flexed arms, and that was with the tape going directly from my tricep peak to my bicep peak.
i just measured it a bunch of times, no matter how i did it couldnt get it to say more than 13.5 inches
13 inches on a 5'6 looks big but on an average height 5'10 guy they'll look small
thats not how it works, you are thinking of the fact that it takes less actual muscle mass to be large when you're short because everything is shorter, but that doesn't make a 13 inch bicep on a 5'6 man look bigger than a 13 inch bicep on a 6' man, just makes it easier to get

No way. Im a few hairs under 14". I dont do curls coz it hurts my left elbow. 5'11" 160lb

Try a different curl variation, or some slow controlled work to strengthen that elbow.
Mine respond well to 10-20rep sets

To answer your question focus on your tricep long head. My arms grew quickly when i did twice as much tricep long head exercises compared to biceps.
Your triceps make up 60% of your arm and your long head is what makes your arm bigger from the front; the lateral head makes it look bigger from the back.
Also do brachialis exercises like "across the body hammer curls". It'll add some width. Radiobrachialis(main forearm muscle) exercises like reverse curls will add inner girth since the radiobrachialis runs right under the bicep.

if you want bigger arms just build up to curling 65lbs dumbbells and doing triceps extensions with the entire stack
add an arms day, get a set of dumbells and do curls every day, add more long head triceps isolations, etc
