That’s actually completely false. You get hypertrophy all the way up to 40 reps as long as volume and intensity are sufficient. 8-20 is just more practical for most people because it’s hard to do 40 reps to failure.
People already think 20 reps to failure is painful. 30 is torture but is doable. No on is out here doing 40 reps to failure or has any way of gauging what failure feels like at 40 reps. We could move the goalpost and say that 50 reps to failure would be effective too, or 60 or 70, but that's just stupid because at that point you're barely using any resistance

4x6-8, increase weight when you hit 8 on all sets.
depends on your split 3x10 is good for 3 a week full bodies and upper lower splits 4x8 is better for 3 day splits.
