Its pretty simple. Slow eccentric bench with a pause, explode up. Anywhere from 8-20 reps, but ideally 8-12 rep range. Do that and mix in some incline bench and tricep work. 6 months with a slow consistent bulk and you will see a significant change.

Too fat. Too week. Just lift more, heavy weight. Increase protein. Keep going for months.

Hanging leg raises for core
Regular bench press for chest
You might even consider completely dropping your arm and shoulder exercises because your muscle balance is absolutely fucked
