How do you get to this point unless you're literally extremely poor? And I'm asking this without an ounce of malice, I'm really curious

When you get used to not eating much growing up. Could be because of multiple things. For me it was just that my food portions didn’t also grow with me. Parents never really cared about how much I was eating just as long as I had something. Until I was 20 I was consuming more or less the same amount of food as I was when I was 8.

You get to a point where you are just in weight homeostasis. You won’t lose any weight but you also won’t gain it. This is peak non-anorexic skelly mode, and the only way to escape is to force yourself to ignore the feeling that you aren’t hungry and eat anyways.

Yes. Unironically, I started lifting with 2kg dumbells as well and when I started you literally couldn't see it if I flexed my biceps. Pic rel is me at the start with a ""pump"" and then about 50-60 inefficient workouts later with sub-optimal nutrition, a breakup and shit sleep thrown in. The results aren't amazing, but as another anon on this board said "I look like a person now".

Anyway, if this is a serious post, you will need to bulk OP.
There are plenty of good fitness resources on the internet, but I can recommend Jeff Nippard or Jeremy Ethier on YouTube. They are söyence based, make consistently solid content and have videos for most common questions with good advice.

Is surviving difficult for white guys like this in America when they're surrounded by huge black dudes all day?

Guys that look like this are basically silent. Lived with one during uni. He could just walk around normally and no one would have any clue he was there until he spoke or you saw him out of the corner of your eye.
Dudes this spindly just dont even appear on the radar for most people

    >start eating 5000 calories per day
    >jump on 500mg testosterone a week (E or C, doesn't matter)
    >train with heavy weight 6x a week
    >repeat for 16 weeks

Do the above and you've made it.
