        It means socializing. Go to some event where you have to talk to someone...Church, a party somewhere, meet and greets, D&D groups, etc. Asking for specifics is too vague, as there are too many possibilities.

        I volunteer for my Church's media team, and have been unironically looking for a way to help out the homeless shelters. None of them seem to be looking for help right now, but I heard that there is a cleanup team that picks up litter on the weekends. I might inquire there instead.

        When you interact with named npcs, they might give you side quests.
        Today I was walking to work and an unnamed npc asked me to help him with a fetch quest. I did it and received good karmic gains.
        Lots of people have side quests for you. Also about improving your community, volunteer to help in an aged home or hospital, offer to mow your neighbours lawn, pick up trash, go on a hike and remove invasive species as you go.
