First off, do you need it done? If it's not restricting you in any way it won't help your jaw return to its natural position. It's not that expensive but make sure the doc does it with a laser and not scissors.

How much more tongue movement you'll have depends on how much it's restricted now, how much it's revised by the doctor, and how little it heals back the way it was in addition to the natural length and movement of your in general which you can't help. In short: maybe a little, maybe a lot.

No definitive way to tell without having it done. If you don't need it done a doctor shouldn't do it. They would simply cut a superfluous connection. If it's not superfluous they shouldn't cut it. I have no idea what might happen if they cut part of the connective tissues that SHOULD be there.
