What are your lifts? If you aren't benching 300lbs, then you can cut and still progress your lifts.
Becoming a fatass will just make it so you progress 5lbs every week.

The things that make it easy to build muscle make it hard to stay lean. The things you do to stay lean inhibit muscle growth. So you alternate priority, rather than constantly half-assing both. Bulk n cut brah.

Just keep lifting and try to do more reps and weight,if you arent improving after 2-3 weeks then eat a bit more, repeat
Another 2-3 weeks pass and no progress?just eat a bit more and so on.
It could be whatever like first add a protein bar preworkout, then if its not enough a sandwich post workout,or just up your food portions but skinny people are very bad at this unless they obsess to the mm.
    >tldr be patient and eat a little bit more if you dont see progress

This is the only real answer itt. Adjust progressively as your needs demand.

Yes you can stay relatively lean and bulk. Do cardio AND weightlifting.

I find it incredibly hard to actually eat enough food to gain considerable fat. In my experience, bulkers only eat junk food, which absolutely isn't necessary for gaining muscle.
Building muscle only requires exercise and not starving yourself. How fast you develop muscle is mostly dependant on how rigorous your exercise is, not how much you eat.
