It's a tripping hazard, so they make the rule for liability reasons. That's why good gyms like
just put it up on a sign or something and then don't autistically enforce it. Then if some jackass tries to sue over tripping and getting injured, they can say, "hey, we posted the rules, we're not liable." Then his only option would be to go after the guy who owns the bag, which won't fly at all.
My current gym is pretty good about it. They don't bother you as long as you keep it out of people's walking paths, but they'll tell people to gather their things up if they get in the way.
