Depends on what you expect to see, they're visibly grow able thlow in that time. But eat big to get big, and don't shred them, lats shrink when shredded

Build up your whole body using squats, deadlifts, OHP and chinups.
Chinups, not pullups. Also, dont fall for the "wide grip" meme. At the bottom of your chinup - and all chinups should be done from a dead hang - your forearms and humerus should be vertical to the bar. Pull the bar to your chest, not your double chins. Touch the sternum. Learn how to use the sternum, lats, romboids and other back muscles to pull the bar into your chest. Dont bicep curl yourself up to the bar. Get familiar with the role, point and purpose of the scapula in doing chins
These should be done twice a week for relatively high volume. No need to go to failure. In fact, I recommend AGAINST going to failure, as it will ultimately limit your volume. Give yourself thirty minutes, twice per week to do as many as you can, up to 100 or so.
In a year, you should see some lat development.
