            the opposite, i'd assume - looks like this guy puts on subcutaneous fat much more than visceral fat. significant visceral fat would gives much more of a pot belly sort of look
            note his love handles. would probably look rather flabby if sat down when shirtless. he's got the insides of somebody a bit slimmer, just with a layer of flab all over

    Preacher curl
    Kneeling triceps extension
    Alternatate between these each lifting day

    For forearms:
    Hammer curl
    Farmers walk
    Alternate between these

    All other arm exercises are a meme

    Bulk consistently, have some type of arm work every day, even leg day, and have a dedicated arm day as well. If you don't have good arm genetics, this is the only way
