Offering that level of care to all elderly people in Japan as a form of socialist welfare would have astronomical costs. Instead, only a small portion of these elderly people go so far as to commit crimes to get into prison, so the cost is much less taking care of them.
As for taking care of normal criminals' needs, that's pretty essential. If they just killed people for petty crimes that sort of criminal justice system would be abused to do purges of dissidents. And how well you treat the worst criminals reflects to some extent how stable your government and society are.
