    Full body resistance training 2x/week.

    Eat well.

    Repeat forever, increase workload after 1 year of consistent training.

    you gotta pull that loose skin up
    train pecs, lats, shoulders
    then fill up mid section with abs
    but really you gotta get a skin lift
    you can do some of it with upper body lifts
    but probably at some point you might want to
    get an actual tummy tuck because you don't have such a huge frame. But already you can better the appearance lifting. Only lift up the weights and focus on upper body muscles in the torso.

      Don't listen to this guy. You don't require any surgeries. Just burn off the fat and lift. But most importantly burn off the fat because gaining muscle will not solve that problem, it will not go away without effort, just like you didn't gobble down in and out shakes and mcflurries your whole life without effort.
