There are different kinds of strength. Maximal strength which is the maximum amount of strength you can exert, explosive strength which is about how much strength you can exert quickly, and strength endurance which is about how many reps you can do. They are related to eachother but still different. The guys who compete at strongman competitions have the highest maximal strength but they aren't very explosive. Anyone looking at OP's mage would assume the swole guy is slow. So sportsmen are ripped partially because they want cardio and edurance, but also because they want to maximize explosivity

Lots of boxers and fighters are ripped dude. They have to cut or maintain to stay in weight classes. Not everyone is a heavyweight
