I eat a footlong sub from subway, nibble on very small amounts of food throughout the day like a small bowl of cereal, crackers, fruit etc, and drink 1.5 liters of water a day, out of craving, not because I have to.
Why am I not losing weight? My goal is to lose 25 lbs. For the record Im on antipsychotic and mood stabilizing medications. Do medications make it impossible to do this?

Just find your TDEE and make sure you're under it consumption wise.
you need to stick with it. keep your routine for 1-2 years and reevaluate your progress then. it might take you up to 4 years to truly see the results. keep at it and don't doubt.

The problem is you didn’t give any specifics. You asked a question but gave almost no info. Even the sub is ambiguous, considering you can get a sub that’s around 600kcal (almost nothing on it), to a sub that is probably 1500kcal. And then “snacks” throughout the day is not enough either.

Are you doing any exercise whatsoever? If not, you’re probably relatively sedentary, which means your TDEE is going to be pretty low which means every calorie counts that much more.
My sub from subway is only a ham sandwich. a lot of veggies, and 3 swoops of peppercorn ranch dressing.
I don't put a lot of milk in my cereal. But I use 1%

If you're not losing weight and you're faithfully tracking your calories why not reduce the number of calories? Seems like a no brainer. Seems like 2000 calories is your TDEE.
How much less do I have to eat though? I not having much in a day as it already is..
Try 1800 calories. If you faithfully track your calories and find that you stay in equilibrium at 2000 then anything below 2000 will make you lose weight.
I will try for just one footlong sub a day and 1.5 lliters of water and see how that goes.
