There is a genetic limit to calf size but if you train them consistently they WILL grow. Anyone can add an inch or two to calf circumference. That being said, some people will hit the ceiling on calf growth while others keep getting bigger.
Look up some good calf exercises on YouTube from someone ironically knowledgeable. Many calf exercises are memes.

Buy a weighted vest and use it all the time.
I assumed this was clear, start with the 100lbs and drop the weight but increase the reps. You can also do strength training with heavier weights if you want, but for hypertrophy this is what I think would be best. Its also important to try to do as slowly as possible with the longest stretch possible (but by the 30 rep of the 4th set, I don't blame you for rushing it through, I find it incredible difficult as well)

I developed incredible calf size from jogging on the balls of my feet. Most people do a heel/toe style of running, I don't let my heels touch at all. Stopped doing calf work a long time ago because I just don't need it.
How big are big calves? Mines 48cm, and is mostly from being a fat frick who ran nearly 10km up and down three flights of stairs for five years. And now that I'm losing weight I'm also hiking several times a week in rough terrain.

I do seated calf raises at body weight 4x8 currently
My calves are noticeably wider than before I started doing them

if o only have a home gym, how is loading up a heavy barbell and doing calf raises that way? effective or no?
