Well, I would like to go for a computer science degree because university is free here but I am scared that nobody will hire me after because I am so fricking old and cannot explain being a NEET for so long. Life feels like a race and if you are getting behind it's over.

If your parents will support you try community college. Start off with 1 or 2 classes then work your way back up to a full schedule over time. You'll find that you are likely more capable of what you had thought.
If it is not enough and you find you still have way to much free time, get a part time job for just a couple hours a week. It will help you work on your social skills.

The vast majority of developers with under 10 years experience are undervalued, a degree is beyond worthless. If you really want to make money, find a program like GIS, Salesforce, SharePoint, ADP, AWS, etc etc and practice for admin certs.

It does not matter when you get your degree. There is no professional field for which a degree is required which would even take you seriously until you're in your 30s at least. The only exceptions I can think of are the military, wall street, and silicon valley, but in the cases of wall street and silicon valley, it's not so much that you're taken seriously so much as you get paid well for your not being taken seriously. As for the military, you can lead a platoon at 22 so that's different. Go to school for whatever you want, if that's what you wat. But I'd just challenge you to really think about whether you even want a formal study or the degree it confers. If so, why? To code? You don't need a degree to code. To own a business? You don't need a degree to own a business. A degree is only worthwhile if you know you want a run-of-the-mill 9 to 5 professional job. If you don't a degree has no value at all.
Don't put anything that will give away your age on your resume. Just put your university degree and the projects you worked on (outside of school). If they ask about any work experience just lie and say you have some but in an unrelated field / something insignificant like mcdonalds and didn't think it was relevant so didn't mention it.

While I wasn't a true NEET (was in college throughout this time) I constantly failed my courses and went part time while spending my free time at home playing video games and lifting for a good part of 10 years after I got out of highschool. I finally graduated with an engineering degree, then it took 1.5 years of half-assed job searching (while continuing to play vidya and lift) until I finally got a job. People will hire you, they don't give a shit about your age and most places don't even bother to ask. I look really young for my age so people thought I was 23 when I started working here. You can make it work. 22 is nothing.

OP, you need to get a job. That is step one, the most crucial thing. You need to wash yourself, dress in clean clothes and go to work. Save your money, do not spend it on bullshit. Once you've been at MacDonalds/TESCO, whatever shit job for six months, start looking around for better jobs and speak to your supervisor about potential for promotion.
It may seem intimidating but believe me the rewards are worth it. If you continue on the NEET path it will only get worse and worse.

I wouldn't say my parents were particularly tough on me, but they cracked the whip enough for me to not become like OP, and I've thanked them many times for doing that.

I took a few lessons and it seemed simple enough. The biggest problem for me was stopping, not changing lanes too quickly, and the pressure I have to put on the pedal to maintain speed or increase. Seems muscle memory based.

My speed of thought feels very slow compared to other people, even brainlets, and my memory took a dive. And I was never depressed, took pills, never was fat and exercised regularly. I was just lazy so I slept a lot and spent the rest of the day on 4chinz and youtube.
The neet life is only sustainable if you still interact a lot with other people on a daily basis and keep your mind sharp, otherwise it deteriorates fast. As do your social skills, if you ever had them.
Your rhythm too turns slow, like people around me work on a fast pace naturally and I have to remind myself to speed up or I get left behind on my work. That or they're just in full blown waggie mode while I'm chilling and lost in my own thoughts lel.

I have a theory that sleeping too much can slow down your motivation and even your thinking. DO NOT get less sleep if you get less than 8 or 9 hours based on this, it might all be bullshit, but think about this - when you are running short of sleep, you have a bit less patience, you are trying to get things done because your body wants there to be time for sleepy time later. But if you slept for like 10+ hours, then your body could be in a different frame like that you can be lazy. Keep in mind that sleep is incredibly good for testosterone and growth hormone so again, this doesn't apply to getting less than 8 hours sleep.
8-9 hour sleeper here. If I sleep over 10 hours it feels the same as sleeping less than 6 hours. Feels like shit, sluggish and tired.
I used to be able to sleep 10+ hours easily, now I get up after AT MOST 9 hours, but usually between 6-8. I don't know what the frick happened.
I don't doubt it plays a role, big or small I don't know but it plays one.
The more I slept the more I wanted to sleep, every day looks the same and your sharpness gets lost in the pass of time.
That and not having a proper sleeping schedule, sometimes I would go to sleep at 11am after binge watching sons of anarchy or something like that.
I think had I being a pothead, not played sports, and fall for the medication trap like some anons do I would have never been able to escape it.
Look I'm at a dead end and labor intensive job at the moment but it beats being a neet by a large margin. It's not as comfortable as laying on couch all day calling anons a homosexual but being forced to go outside, interact with coworkers even if only a bit, having a paycheck and keep moving is helping me growing and becoming independent, finally.
It's more about keeping a good sleep schedule and being aware of your own circadian rhythm.
Go to bed and try to awake at the same time each day, and that will keep depression and other cognitive problems at bay.
About how long... yeah I can imagine people with depression or some other mental disorder indulging into much sleep, or having insomnia, which can excerbate the problem. The amount of sleep depends entirely on you.
Personally, after having gone through some very dark periods of my life and suffered through depression (which still resurfaces once a while, but I try to fight it), I best function when I get 8+ hours of sleep.

Literally just go down the line of what a NEET is. Apply to a job of some sort, that will get you out of the house and meeting new people. Look into college courses with a local community college or potentially a university. Maybe pick up a couple of certifications in a field you like. Community college is really really underrated in the USA. In my local one (which is quite good), there's basically zero admissions standards, and you can take a full semester of classes for under 1k USD, seriously. A lot of them have programs which pay well and are in high demand, like medical tech jobs, basic trade certifications, and their credits transfer to local larger universities.
after this, if you get an in demand cert or CC associates, you'll be well on your way to making enough to live independently, especially if you saved money.

by the way, some entry level jobs won't hire you without work experience. yes, it's true, especially the big corporations like chain restaurants or department stores. the way around this is mom and pop places and aboid online job applications. Look for your local shitty pizza joint or restaurant or local shop (gym, dry cleaner's, etc.) delivery driver is a good one. go in person and ask for a job, just walk right in and ask if the manager is there. most of these places, the employees either don't show up, or are high out of their minds the whole shift. if you're sober and show up on time (or show up at all), you'll actually already be a top employee at these kinds of places.
