Running is a mainly lower body exercise
A runner will quickly be out of breath if he breastswims for speed for the first time too
Ideally you do both like on a treadmill, but all in all it depends on your goal. If you just do it for health/heart rate, do what you enjoy
Breast stroke is the least aerobically intensive stroke. Recommend freestyle if you want to work cardio
