Is volume, intensity, or frequency more important for losing weight?
Disregarding diet and purely focusing on the exercise component, which combination of two burns the most fat?
I would guess volume and intensity as good combination but I'm not sure

All three are important for muscle and strength growth. Losing weight happens mainly in the kitchen, weight lifting only aids in doing so.

you don't burn fat with exercise, you just eat less. for god's sake don't try and lose weight by lifting. do cardio if you feel like you have to do something.
Volume if you've got the time. Light to medium intensity steady state cardio burns a pretty good amount of calories. I typically burn about 400 in a half hour session of incline walk, which represents about 350 net calorie burn of we remove basal metabolic rate from the equation.
On an easy and light pace, I could get my daily caloric deficit from an hour of the stuff without hurting recovery for the next day too much.

Go on the treadmill, put the incline at max (15% in my case, doesn't go higher) and set the speed so that you have to powerwalk to keep up. Make sure to input your weight in the settings so it can calculate a little bit more accurately. Keep your heart rate anywhere between 140 to 160 to know the intensity is good and you'd be surprised how quickly you burn.
you do need good legs though. Your quads and especially calves work hard during this.
Volume is miles more important and frequency almost doesn't matter at all based off the millions of examples we can use of once a week training providing the same if not better results than 3x.

So lifting super heavy for a long time once a week would be high volume and intensity but low frequency

High volume and frequency if you’re shooting for weight loss but do yourself a favor and slip a high intensity low reps day in your week too. Losing weight depends on what you eat though and how much of it get your diet right if you plan on lifting or doing cardio, your body is going to be craving calories and if you give in and stuff it with trash you aren’t going to lose weight. You’ll get stronger still but this is how bloatlords are born.
