your genetics are obviously shit if you are skinnyfat so you are gonna end up barely above a regular skinny guy after working out but being skinny beats being skinnyfat everytime
My concern is losing weight while not losing much muscle mass. IDK how to get that much protein in (or fuel my workouts with enough carbs).
Maybe a dextrose shake 20 mins before the gym and lots of proton shakes + multivitamin sups.

As someone who's been stuck in skinnyfat purgatory for years, I'd say cut first, down to <15%. Then never go above 15%.

That's the "fat" part of skinny fat, that your abdomen is bloated. The "skinny" part is your chest, arms, legs, neck, and face don't look fat, so people don't realize you're overweight if you keep your abs clenched.
The skinny in skinny fat refers to a noticeable lack of muscle mass, especially in the upper body. No muscle no fat is a hungry skeleton and lots of both muscle and fat is strong fat.
Went from 85kg 50% body fat to 62kg 25% body fat in about 4 months. Then went from 62kg 25% body fat to 54kg 12% body fat in another 4 months (I am a woman, not a manlet kek). Just eat less and do strength training five days a week, it worked for me.

This is why you lift heavy while you're still fat, so you have muscles when your cut is done.
Lift and eat and move around a lot. It's really a lifestyle thing, even if you lift and shit you're just not gonna use much energy. I've found the way out is just to get stronger as well as getting 10k+ steps per day.
