Surely if I repeat this set several times my body will make muscle to get stronger instead of just diverting energy towards repeating sets that I'm already strong enough for.
its the only muscle i can consistently get sore in, but i do love shoulder exercises so i absolutely blast them aswell.

I mean the lateral deltoid is relatively small but it's still not that small. lateral deltoid is 94 cm^3. The entire biceps muscle is 143 cm^3

Cable lat raises fuck me up whereas I feel nothing on free weight

I've been doing pullups every week for 7 months and those are sore every single time the day after, sometimes lasting 2 days

Mine get plenty sore if I do some lateral delt raises.
Just do more volume and more frequency. Mine are pretty small but cable lat raise+ meadows style lateral "swings" work great for me.
