The best/hardest thing for me was reducing calorie intake. I know it's a meme, but intermittent fasting worked wonder for me to trim down.
What you're eating is fine. It's whole-food and completley healthy. Just try to avoid some of the oils in non-dairy milks. And severely cut-down sugar.
1. Reduce caloric intake
2. Eat whole-foods. As long as you're working out, doing cardio, you can eat oats, rice bowls (with lots of veggies+fish), etc.
Aside from small portions of rice, grains, oats, I eat primarily vegetables, eggs, and fish.

Dairy is a major cause of acne. It doesn't matter how much you wash your face if it's hormonal. If I drink a whey protein shake every day, my skin is mess by the end of the week. This is while keeping the rest of my diet and skincare routine exactly the same. I'm 28 and didn't get acne until I started working out.
Never been a problem for me.
Sugar and vegetable oils are what get me.
