    Glute bridges, squatting (including single-leg, but don't omit heavy regular ones) and just eating at a surplus. Though, since you don't have a rack for squatting (which, what? why do you have the barbell then?) make sure she does Sumo squats, that'll definitely make her bottom heavy.

    Elastic bands so she can do those ankle resisted crab walk things with them.

    You really should get a rack. The part of a squat that really activates the glutes is near the top ROM.
    Quarter squats, rack pulls, and just walking out racked barbell in a loaded carry provide excellent glute stimulation.

      I say this because women like to train in womenly ways they don't want to train in ways the males around them train typically. So getting her into cycling would be a good way to explode her ass. Chicks love cycling and it is almost all glute activation and it is extremely high rep so induces hypertrophy. Specifically sprints and Tabata style training on a spin bike will blow up the ass real quick.

        Cycling only substantially activates glutes when out of the seat/"standing". So sprints, hill climbs, etc.
        A soul cycle class might produce okayish glutes. Cycling is dominated by quads, with some hamstring.

        She's a new mom so jogging with a BOB stroller and the weight of a kid and diaper bag would produce more glute activation.

            It can even give the illusion of the ass looking smaller because the quads grow too big relative to marginal ass gains.
