                harshly trained doesn't exactly translate to victories. For example, everyone think of Spartans as invincible supermen. But their rate of victories was just a bit over 50 percent.
                My personal bet is more "effective" are those for whom harshness is a part of life and also willing to innovate and adopt new techniques.
                The Theban general who put most of his strength of the phalanx on his right and thinned the left against convention, to quickly overwhelm the Spartans right and kill their king was innovating.
                Then, the Mongols, and the Gurkhas, Kumaonis, Garwhalis all lead a difficult life. iirc Gurkhas actually have a genetic adaptation that can help them to use up oxygen efficiently. Mongols lead most of their life on the saddle, a strenuous activity by itself. iirc they even had a hunting tactic where they'd quickly surround a large area to herd animals into a small place and kill them. This same tactic was used by them in battle multiple times. Plus, the Mongols were famous for their adaptability.

                nevermind I meant he thinned his right and buffed up his left, in order to overwhelm the Spartan's right. This went against common convention at the time because usually most of the strength used to be concentrated in the right of the phalanx.

                Yeah, which is why I also threw in the "willing to innovate" in there and made a point of spartans not being what they're hyped up to be
                Plenty of barbarians got their butts handed to them by more civilised populations. I particularly brought up Mongols because of their ingenuity and their willingness to adapt.
                If I had to bring up a more modern example, I suggest you look at the tactics of Taliban and Iraqi militias and how they adapted against the coalitions superior technology and firepower.

                because their PR machine worked wonders which is why most of the time their enemies didn't even want to fight them in the first place, so there's less battles to go off.
                It only took one battle, that famous battle with the Thebans where the gay band was involved, Leuctra I think, to shatter the illusion and make other power more willing to fight them.

                Except it wasn't just PR, though it helped. They had that reputation for a reason and the won the Peloponnesian War. They won most engagements of the Corinthian war until Leuctra. Their problem there was Agiselaus purposefully avoided decisive victory. Also before the Thebans betrayed Greece (again) the Spartans were defeating Persia.

                Thats because Athens was still damaged from the Persian war. And Persia supported Sparta, which proved to be the decisive factor, since it was a stalemate till then. No "betrayal" involved, just realpolitik. Also, I don't blame Thebes since Sparta had a reputation of not honouring their treaties with other city states.
