      Simple: The guy never manages to lose the fat, goes off the cut for a few weeks, then goes back on the cut, repeats over and over for years and years. Due to always going on cuts so often, he never makes any gains in the gym either, so he doesn't get stronger or gain any muscle because gaining muscle is a long-term process, and constantly going back into a calorie deficit every few weeks blunts that process from starting.

            that's because you're in easymode. All skinny guys have to do is eat more. Previous fats or current fats cannot enjoy such benefits. The majority of naturals cannot bulk because the majority of naturals are previously fat and are easily capable of overeating and gaining 20-30 lbs a month if left unchecked.

      This is where bulk/mini cut cycles enter
      >bulk at 1-2lb per month until you can't tolerate how fat you are
      >cut for 4-6 weeks at a fairly rapid pace. not suicide cut territory, but you can go slightly faster than a normal cut due to the short duration
      >go back to bulking afterwards, you should get another 6-ish months out of that until you become too fat again
