Typically it is, but it is possible to increase the upper back stimulus significantly with a few modifications >snatch grip >shoulder flexion and thoracic flexion at the bottom of the lift (deficit helps a lot here) >pause at the bottom of the lift >scapula retraction at lockout >optionally shrug till failure after set completion
Hamstrings are still the main focus but some diffuse volume to the upper back is never a bad thing tbh
Or you can row like a sane person if you want upper back gains.

No shit retard, tell me where I told you not to do rows? This is for some extra free volume on the side, which is worthwhile since the upper back can take a lot of punishment. Learn about the concept of diffuse volume

If you control the negative to get a stretch instead of letting it drop, you can get more posterior chain growth.

Deadlift is the worst exercise for size and is inferior for total body strength building in comparison to cleans
