At 3X their resting length they have the most resistance. At 1X their resting length they have zero resistance, as in they're not being resisted if they're not stretched, they're resting.
The concentric is when you pull it and the eccentric is on the way back. From the MOST resistance to the LEAST is LESS, ergo they offer less resistance on the eccentric.

They have tension at all times just like you claim, but it does lessen throughout the experiment. Just think about it. Grab one of your bands and pull it and try to notice how it's harder the further you pull. You'll figure it out and probably get smarter for it.

Try opening one of those self-closing doors with the damper fixed on its top corner, now try running at it head on and shoulder bashing it at max speed
