It's really hard to make accurate bodyfat determinations visually. You don't look good so the obvious answer is to lose some fat. When you are lean enough to be healthy you can start thinking about putting on some muscle.

Just keep grinding on the cut. You'll reach a point where the rest of your body shape is normal and only the loose skin is highlighted, then you can start to gauge where the skin starts and where the fat ends and figure out what your bodyfat% is whether it's up or down and use your own judgement.
I use a "smart" scale to show me some numbers and it kind of keeps me going on the cut and track progress instead of looking in the mirror.
