What causes this?

It looks like his whole mid section and arms are full of hernias, but what is this and why does it happen?

    My dog has lumps like this and my grandpa had a belly button like that surgically removed. So in a way this guy is like family to me.

    I've had a few of those on my arm for like 15 years now. If i'm right they're just lipomas, little autistic fat deposits. Idk what causes them but they're unaesthetic and I hate them but none of my docs are willing to get them removed.
