This was the heaviest thing I could find under $35 that's sold by weight. If you do decide to go this route, just keep in mind that the bag this sand comes in is almost certainly going to rip. See if you can find a tightly woven burlap sack to contain it in, and even that might to be dense enough to prevent the sand from leaking out.
If I were you, I would go with the kettlebell. 30lbs isn't a lot, but at least it's not going to break on you.
Just buy a giant back of rice, eat all the rice, and fill it with sand/rocks/gravel.

Ab roller wheel. If there are some money left, get yourself a push up board. That is all. Bodyweight squats for legs. There are plenty of parks with bars so you don't need a pull up bar.
