i walways time my rest oeriods on my phone. If you arent doing this i honestly feel like youre fricking up. Prevent cheating in either direction.
Why? I don't take extraordinarily long rests or rush into the next set.
Consistency? Do you randomly put weight on the bar never being consistent? Just try it i gurantee you notice a difference with consistent rest periods.
How long do you set the timer for? Its just recovery between sets seems sort of intuitive, and not something you have to track. But I will give it a try if it has worked for you. Never wanna leave gains on the table.
As soon as i finish my set i start it on my phone. Based on the excersise the length changes. For bench its 5 mins as im lifting heavy and cutting atm. My heavy back movements after 3 mins. And any accessories 2 mins. I guarantee youll notice a difference.

I change the song im listening to, take a sip of water, then stare at the ground. Once I feel rested to do another set.
A tip I got from Frank Yang is to count down from 15 seconds after you feel rested enough to do another set. This allows me to do 1 extra reps than if I jumped right into it.
