Buy Mass Gainer, or eat at least half a pound of red meat a day, and lift heavy, low rep, high weight, as much as you can.
Here was my starter weights. I started fat but it should still work for you
UPPER BODY
20lb curls, 12 reps, 3 sets (With arms your size, you should be able to manage that)
100lb Bench Press, 6-8 reps, 3 sets (use freeweights, not the Smith Machine, a lot of beginners make the mistake of using primarily machines)
60lb Tricep pulldown, 12 reps for 3 sets (Use 2 handed rope grip, pull down to waist level and let back up) OR close center grip bench with a Smith Machine
Overhead Press 60lb, 10 reps, 3 sets
Longpull machine at 60-80lb, 12 reps, 3 sets OR Lateral Pulldown machine at 60-80 lbs, 12 reps for 3 sets. I alternate one and the other every upper body day, but you can do them however you like. I don't like to do both in the same day because they're hard on your chest and biceps after you just worked them in previous workouts, but they also help your Upper/Lower back respectively.
LEGS
(Machines can be used more with legs, because some exercises with them can't really be done with weights, such as Leg Extensions/Thigh Squeezes)
Thigh Squeeze, 80lb, 15 reps, inward/outward back to back, 3 sets.
Leg Extension at 80lb, 15 reps, 3 sets. (If you wanna go extra hard on them, drop it down however much you need and then alternate with one leg lifting, then the other, then both.)
Leg Press/Squats at 100lb, 12 reps for 3 sets
Exercise Bike at highest level of resistance you can withstand for 5-10 minutes, I don't personally do this but a friend of mine swears by it.
CORE
4 Sets of 25 situps/Russian Twists. Do these back to back after each other, as the regular situps work the center-lower abs and the Russian Twists work the upper/side abs.
