He's on the start-up visa -> business manager visa. Basically, it allows you to move to Japan to start up a business. The requirements to extend that into permanent residency are fairly lax, and require you to either have two full-time employees (i.e. create two permanent jobs in Japan) or to show a certain amount of revenue and expenses. I think it's something like 5 million yen (~40,000 USD).
I don't think he's a permanent resident yet, but if he hangs out for a few years and is granted an extension, he should be able to apply for permanent residency and eventually citizenship if he so desires.
