They're called like that because it's way easier to gain muscle when you don't have much to begin with. Therefore, if you maintain a constant training routine, you'll gain a lot of muscle in the beginning and then you'll taper off, thus needing to train harder and harder in order to see results.
So no, you didn't frick up your "noob gains spike", you just weren't inconsistent and therefore you gained muscle slower than you could have.
The only way to "reset" to back to when you were starting out is to sit in a full body cast for a year and have everything atrophy.

If you lose any muscle you regain it faster which you could say is getting noob gains again. It may even be faster than the first time because your muscle cells have more nuclei so can synthesise protein faster.

There is no noob gain window. Noob gains is the easiest gains that you can reach early on. Just get back on the horse and diet and exercise and you will reach your noob gains.
