Do you actually feel it in your lats when you do lat exercises? Lats can be really hard to establish a mind-muscle connection with if you've never really used them before. A good way to establish that connection is to do really low weight single arm lat pull downs for a very high number of repetitions. Do this while touching/lightly smacking your working lat with your other arm. You won't gain any muscle from it, but as the exercise goes on you'll start getting a pump. It'll be easier to distinguish the feeling of your lat working vs the other muscles. Also think about your lat and envision using it as you do this. Get some very good rest that night and repeat this process on 3-5 different days. You should be able to independently flex your lats after this. You could also Grease the groove with them, doing single arm lat pull downs every 15-30 minutes all day pretty much every day with basically no load on them. This will train the mind muscle connection really fast too. Then when you actually want to train them, get a pump and put a load on them. Jeff cavalier and Jeff nippard both have really good videos on this specific subject since so many people have issues with it. This is where all this information came from

Do straight pull downs. Any rowing, pulling you’re doing is just bicep exercises.

But can you flex them though? Im a dyel, but I made it a point one time to do exactly what I prescribed and even though I still don't have lats I can solidly feel them and independently flex them after an entire lifetime of not being able to do that at all. Same thing with my biceps and lower pecs. Also might be that your lats are just underdeveloped like other anons speculated

Most back exercises have you use your biceps as the elbows are flexed to pull the weight toward you or yourself up on the pull up bar. Usually the arms give out before the back muscles can be sufficiently worked, resulting in little to no lat stimulation growth. With the straight pull down or pullover, the biceps will get a break and the lats are guaranteed to bear the brunt of the work.

The bar works best when performing the straight arm pull down. The rope is harder to do since it becomes more like a tricep exercised if done wrong

for whatever reason, I just can't fricking develop a mind muscle connection with my lats, and I have over developed traps
stop doing shrugs or direct trap exercise (you probably work them accidentally a lot)
when doing these exercises focus on relaxing your traps
read the frick out of lat pull down form
maybe drop pull ups, yeah they work lats, but if you can't develop the connection you are probably over emphasizing the mid back
keep a relatively straight back during lat pull down, focus on NOT bending elbows, yet still bringing it down, as well as bending the bar as if you are trying to crack it in half in the middle (cracking it upwards)
also focus on NOT engaging your mid back/upper mid back
I still can't feel my lats after doing all this bullshit, but now something that isn't in my mid back, and is where my lats are, gets tired after lat pull down (I still can't "feel" it, its like some impossible weakness, like punching in a dream)

i have been doing pull-ups though, kinda plateauing however
most recent set and reps was like 9,8,7,5,4
If you keep doing those amounts, you'll very soon be able to do more. There's no way you'll just stay at those reps for long if you continue doing them.

you can't get a good stretch on the lats if you're doing any sort of back workout with an overhand grip. If you're doing back workouts with and overhand grip all the time you are working 0% of yours lats. Do a mix between over hand and under hand.

range, you must start using a belt with 10lbs to start 4-6 reps or 25lbs to start 1-3 rep range

OP try one-sided lat exercises for a while. This helped me form the mind-muscle connection and I've finally been able to grow them a bit.
