Because SS prioritizes strength at all costs, and the only way to continue to make the unrealistic progress described in SS for more than a few months, depending on genetics and existing muscle mass, is by constantly gaining weight, since gaining weight will make you "stronger" regardless of how much muscle mass you gain -- extra fat provides stability and extra bounce after compressing joints, as well as reducing ROM in certain lifts (eg bench, where a fatter chest means you don't have to lower the bar as far). Strength is important, sure, but the strength that SS encourages is often similar to the "strength" boost you get from wearing a belt, knee wraps, a benching shirt, and so on. The only time absolute numbers on the bar matter is in a competitive context, otherwise focuses should be on hypertrophy and muscular recruitment, as well as form insofar as it allows you to properly use more muscle mass to get a stronger training effect.
