To answer you question OP, bulking is expensive because you're buying more food than you are used to buying. You're not eating to survive, you're stuffing yourself with extra.

... you can survive on white rice and beans as well if youre really broke as frick, but i would still recommend adding even a tiny amount of chicken and broccoli to each meal to mitigate the sheer amount of beans you gotta eat lol

Cutting = need for low calorie protein sources and also need higher total protein in take then a bulk from cleaner (MORE EXPENSIVE) food sources.

what do you mean? you can achieve +500kcal surplus for like 10 cents. just pour more pasta and add a slice of butter to what you are eating for your maintenance.
the only real difference between a cut, bulk and maintenance is about a cup and a half of rice (dry volume). none when you're cutting, 1 when you're maintaining, 1 and 1/2 when you're bulking. Your protein and fat requirements don't change that much if anything you need more protein on a cut but it's such diminishing returns I don't even bother.
