Which is preferable depends on how fat you are and which is more important to you, faster progress in the gym or losing more fat.
Work out and cut until your abs are visible. Once you have enough muscle mass you can bulk up again since your mass will fix your fat distribution (it doesn't change it, it just looks normal). Thats's what I did, took me around 6 months to escape skinnyfat

Yes. When I began lifting I was skinnyfat, as I was working out I also limited my calories and carbs and it took me around 6 months to get rid of that last belly fat. From that point on I started bulking and my fat distribution was normal since I now had some muscle mass underneath.
Happy to help brother. Cheese and Greek yogurt are your best friends. Cheese has all the fat you need to keep your hormones in check and yogurt has around 10g of protein for every 100 calories, and you can also fit in your sugars if you mix in some honey and raisins.

2. have NO muscle

It was ball bustingly hard and I'll admit I felt like shit a lot of the time in the early days because I would keep eating what I normally ate and when I ate more it wasn't healthy. Now though you would never be able to tell I was some weird looking mother fricker. Put in the work or piss off. There is always a way.
