Shit training. Go down in reps and up in weight. Treat them like other muscles, work them in 8-15 rep range 3-5 sets per session 2 time per week

Somewhat well, I noticed my claves response the best to higher rep range, and they've been slowly growing over the past year (still calflet, but theyre improved), gonna start on forearms soon
I got to 35 lbs curls for close to 10 reps like a year ago but gave it up becauae the neck issues scared me, I'm going to slowly start working up the weight and keep at it for at least six months while I bulk, it's weird being able to bench roughly 2pl8 and still having a scrawny neck
Look up yt vids to make sure you're doing this to goof form. If you get pain easily, it might be time to talk to a sports doctor.

i don't know the answer to how fast, but it will probably be on the scale of months/years rather than weeks/days.
that being said, one thing that does atrophy quickly is strength, rather than muscle mass. i used to be in great shape, got lazy recently, had to go to rehab for a near-broken wrist when I tried to get back into it and hit the heavy bag too hard like an idiot
one of the things they had me do was just a basic plank. i surprised myself with how quickly my core gave out. it's crazy because my silhouette was the same. i still looked like I lift, I just haven't been recently.

How much volume are we talking about? How much weight?
Same principles for growing any muscle applies to your neck. 3 sets of 8-12 reps once or twice a week should be fine. If you want higher reps like 10-20, that would also be okay.

You only do high reps in the beginning to "grease the groove". After that you're going for hypertrophy so stay in the 10-12 range and slow down on the eccentric portions of the movement.
