The answer to that really depends on where you live.
There are cities where you can rebuild a social circle from scratch just by engaging with the right hobbies or going to the right places, and cities where everyone pretty much just hangs out with their childhood friends until they die.

Yoga, spin classes, church. If you have any female friends that you'd consider in dateable range, you can ask them what they like to do and get a sense of how you would possibly bump into other girls like her.
But these are only necessary conditions, you still need to have a real personality and have something to offer.
