avoid overstimulation. No more porn, no more jerking off. No more scrolling. No more pointless browsing. Extensive semen retention. No more tv. Spend time reading. Eat well, sleep well, and everything will be alright.

Cognitive skills are the same as motor skills, if you don't use it you lose them.
Aim to learn something new every day, doesn't matter what or if it's useful or not, learning is literally the brain equivalent of getting bigger stronger muscles.
If you read for entertainment that is the same waste if time as watching videos or shows, you are just pretentious about it, read to educate yourself.
Learn about cultures, history, languages, even if it's just a couple of words, try to learn as much as possible of as many topics as possible.

Try to perform 6 hours or so of zone 2 cardio per week, plus an appropriate volume of zone 5 cardio for vO2 max gains. Keep your mind active; try learning a new language, or sharpen your numeracy. Research neurogenesis, and how to cause it. In general, keeping your brain vascularized and constantly irrigated with blood is always good.

Strictly speaking about the muscle as a brain, not referring to mental well-being, sleep is the first thing you have to check. I don't remember what it's called but your brain accumulates junk just like muscles accumulate lactic acid when you're exercising. Spinal fluid washes the junk away while you sleep. Not getting enough sleep will make you feel like you have alzheimers.

Take care of your body first thing. Sleep good, eat good, satisfy your social needs. It's easy to be led astray from the above in today's hypersocialized environment, paradoxically. Limit social media if necessary.
To train the mind at whatever task, there's not much different in training the body or any other thing. Many reps, deliberate increase of difficulty.

Considering you can't spell dementia, you probably just need to read books for once in your life.
