I have a gigantic ass, like a literal Kim Kardashian ass and absolutely zero hamstrings or quads
I can barely goblet squat 20kg for 10 reps and hamstring curl 20 on the machine I have absolutely zero strength in my legs whatsoever they are actual toothpicks yet my ass is enormous.
How am I supposed to build up my hamstrings and quads without training my glutes?
I've started warming up with 500 steps on the stairmaster on my tiptoes to get my quads burning, then doing goblet squats with my heels elevated so I'm quad dominant with my squats. I'm afraid of injuring my knees going heavy on the leg extension machine so I usually stick to sets of 20 reps

I'm in the same boat brother. I think it's because I'm a former fat who ate too much dairy as a kid. I've almost completely stopped training legs except for cardio and that's helped a lot. When I do train legs I just do squats + leg press and then leg curls and calf isolations and that keeps my ass from getting joocy again. Basically just gotta cut and focus upper body until you lose enough ass and gain enough upper body mass that you look somewhat normal.
I think I'm just genetically cursed to store fat exclusively in my ass, like I'm 180cm tall and I weigh 80kg and there's at least 7kg in my ass alone

You answered your own question. Leg extensions and lying hamstring curls. Consider sissy squats and RDL's
Only do variations that take the glutes out of the equation. You don't do normal squats anymore. You do front squats with an elevated heel. You also don't do hip hinges and instead you do leg curls as your primary hamstring builder. Leg extensions are your friend as well and free standing sissy squats are also your friend.
Consider front squats or high bar squats too, with a focus on knee bend and not torso bend.
