I want build muscles that move fast is that the same thing as any other muscles? What I mean by move fast is the retract extend fast. I want my agility to increase. Any help would be appreciated.

Ideally you need to do daily stretching to keep your muscles loose. You need to practice whatever movement you're trying to increase. Speed is more of a mind body connection or hand eye coordination and the only way to improve that is to build better connections by practicing.

Just make your muscles stronger and they will be able to generate more force allowing you to move faster/further/etc.

Sorta you have type 1 and 2 muscle fibers. Type one are called slow twitch fibers and have more mitochondria and are suited to sustained tasks like running and that's how you train them too. Type 2 fibers are called fast twitch fibers and they're for short term tasks they fatigue quickly but are capable of enormous output they're used in like lifting and sprinting and that's how you train them.
Reaction times are another thing you can improve through stuff like meditation, stimulant abuse, and running courses that involve complex movments that require coordination like ladder climbing or obstacle courses. You basically have to train all of it. The hard part is building your fatigue threshold to handle the sum of your training.
