Not really. There are a lot of overlaps. But there are differences in what muscles are used due to the different grips as well as which muscles are emphasized. Chinups are better for the arms. Pullups are better for the back. As far as programming is concerned, you should consider pullups more as an upper back and lats exercise where as chinups are more of an arms and lats exercise.
