Keep it as clean as possible but at 115 you can afford to dirty it up a bit too as long as you aren’t some 40 year old crusty boomer. At 115 you could probably do a 1000 cal surplus as long as you’re busting your ass

If you’re bulking you need to eat double that 400 cal surplus. What you’re doing right now is more like recomp if you’re lifting and doing cardio and you’re just spinning your wheels(unless you’re a pretty big fatass)
Ignore this idiot's advice, recomp doesn't exist and any surplus is just a bulk with different speeds depending on your surplus. Moreover, you WANT to only be doing 1-2lbs a week at most, do you honestly think going higher is going to be muscle?

If you're already very lean, then I definitely suggest closer to 1000 calories/heavier bulk. I got super lean and in just 2 months put on some good size with about 1000 calorie surplus and I still have abs because I started out at such low BF. Picrel is 2months apart and about 8 pounds on the scale more. Granted I do go to failure every single time and I do PPLxPPL 6 times a week

As others have said, it's a slow process.
Don't fall for the morons tell you to double or triple your caloric surplus, that will neither increase the rate nor the amount of muscle gain. It will simply turn into fat. You do not need to put on fat to put on muscle, no matter how much the coping fatties and powershitters will pressure you to. 400 cal surplus is more than enough, stick to it and be patient.
Make sure you're getting enough protein, training hard enough and recovering. That's all that matters.

Give it at least a few months, patience is key. If you aren't seeing any measureable progress by then it's likely that it's a training or recovery issue, assuming your carlorie counts are accurate. Again, don't fall for getting fat. Good luck
