Why does everyplace I look say not to shrug your shoulders, and to "pull your shoulders down away from your ears" then? If I just hang relaxed aren't my shoulders going to shrug? I'm confused
sounds like you're reading advice on how to do pullups, not how to "deadhang" off a bar. a deadhang is when you hit the lowest possible position, the name is also pretty clear about this. it's not called a controlled 80% hang.
deadhangs are when you let everything loose, people that give the advice of holding your shoulders/scaps down are mistaking it with active hang. both are great tho so its fine to mix it up. if you are a hunchy boy/ struggling with pullups you should really do active hangs aswell or even scap pullups

deadhanging is just hanging completely limp off of a bar. do not try to move your shoulders, just relax completely. it really is a very simple concept

You can do both. Sometimes I alternate between "active" hangs (scapula retracted) and dead hangs.
