      1 portion of whatever I eat at lunch, 800 calories or so (I count the calories from ingredients).
      A protein bar, 200 calories.
      Dinner with me, unlikely over 800 cal.

      Roughly 2200 cals.

      But he's at a weight where he should eat 3000 cals a day and still lose weight.

    Cut even more to see if it has effect. Double count calories. In some rare cases peoples intestines are fricked and they require very little food to eat at maintenance.

    if he's under 5'10 and very sedentary than his base calorie rate could be 1800-2200 even while in the high 20s BMI (almost obese) and a long long way from 3000
    i assume he doesn't even work and just sits around the house all day how else could staying at yours help
    i rode 45km today at 5'9 145lbs and my watch is telling me (usually pretty accurate) that i am on track to have burned 3100 calories by days end assuming no more exercise
    did he do anything like that?

      He does a daily 1km walk to get his protein bar and around 20 pushups.

      Starving himself with no exercise worked for him once before, so he refuses to exercise in the present.

          I was borderline obese (27.5BMI) and perfectly fine to walk many kilometers. You'd be shocked how thin obesity actually starts at.
          I did a 7mile lake trip with a friend and was okay, but thats what made me lose weight cause I was so exhausted compared to his spry attitude

      This, don't know how accurate it is but according to my smartwatch my BMR is 1650. Losing weight basically means eating about that if you're not moving. It sucks at first but after a few days you get used to it.

        I asked his age, height and weight so that I could better understand his situation. Yeah, if he's totally sedentary, then it's very possible he could eat 2200-ish calories a day and stay the same weight over 3 weeks.

        I'm getting tired and I don't feel like writing a whole nutrition and exercise plan for you, your friend, and everyone. I'm not even qualified to do this.         Find other reputable sources (not some bullshit magazine articles, real useful info and plans).

        If your friend is really serious about gaining muscle and losing fat, then he would do it on his own. He can do both at the same time. 26 is a great age to start turning his health around. I would be scared if he starts later than about 35 or so. The permanent damage of being obese really starts hammering us in our 40s. Now is a great time for him to start figuring out how to handle his health. Good luck.

      But he says that working out makes him hungry, and also that the muscle gain makes tracking weight more complicated.

        This. I'm 6'1" and 220lbs with roughly similar BMI and I'm absolutely fat. Lost about 15lbs just by doing a calorie deficit so your buddy is definitely sneaking meals. Make sure he isn't eating before bed as well.

    If he just sits on his ass all day, then it's perfectly possible for his body to just slow down metabolically (to a point) in order for the energy outtake to approximate the energy intake. He needs an exercise routine that matches his current level of athleticism.
    Bodyweight is very accessible but the problem with it is that in order to overload, you need a surprisingly high amount of coordination. Most people will frick up even regular pushups. Most gymgoers will, actually. I think he'd have a lot more fun just going to the gym with you moving some weight on the machines
