Clean your diet. Lose your fat. It will take a matter of months if you're actually skinnyfat and not just a lardass. Then start trying to gain mass. Quit doomposting and hit the fricking gym.

I was in your same situation, the problem is you haven't settled into the lifestyle. Whether or not you cut or bulk now doesn't matter in the long run, you are gonna have to do the other regardless.
Here is what I did, I maintained for a year more or less, got a little stronger but more importantly I started tracking my calories (get a food scale and a regular scale, you need concrete data). What it allowed me to do was know my true maintenance calories, get used to a higher protein diet and going to the gym consistently. After that year I didn't look very muscular, but I looked and felt a lot better. My weight had stayed the same but my body composition was a lot better.
After that year I did a full 2 years of bulking at a very small surplus (aim for 1/2 lb or 0.250Kg of weight gain a week at the most), I gained 30 pounds of total body weight. Then I started a little maintenance at that new body weight and started a year of cutting.
The cutting is gonna be easier if you split it up, drop 10-20 pounds then maintain that new body weight for a month, then drop another 10-20 pounds, do this until you have lost most of your body fat, you should aim for 15% bodyfat, if you can go even lower great.
Then a maintenance phase, then a bulk, then a maintenance, then a cut, etc...

what i did was target +1kg/month rate of weight increase and do couple day fasts every few months to keep the extra fat accumulation in check. need to be at surplus protein and calories for muscle growth to happen, and that's the part that takes the longest time cutting down the fat is fast in comparison
I was skinny fat, I just started lifting at a slight bulk. I looked a lot better for it within months with nube gains. I did this for about 6 months and started a slight cut.
It's not a massive issue. It's better to bulk to take advantage of the nube gains, and actually feel like you are getting somewhere with it all
