Cutting on skinnyfat mode is bad advice once youre nearing 15-18% bodyfat imo because cutting at that point at least for me was extremely difficult and basically just starving myself, and if you lean bulk you'll have less total bodyfat % than when you started if youre able to do it correctly and gain more muscle than fat.
I think bulking in the GOMAD squats n oats way where youre force feeding yourselt a 1000+ calorie surplus is moronic though so if thats what he means hes right, 300-500 calorie surplus is more than enough to max out your muscle gains unless youre a twig whos never lifted.
The real trick is eating so much like 30 mins before a workout you have to hit the gym extra hard even on a bulk. You lose a lot of gains not eating more than +500.
