Since you're a man with low test and high estrogen, you need a lot more volume than us high test "men." You'll be able to handle higher workloads and have better recovery capacity. You still have to push yourself to failure or near it when lifting either way. Just use higher reps and way more sets. Do 5-6x10-15 instead of 3x6-10. Also you need to bulk if you want to get big faster and it's going to take you a very long time because of the whole testosterone situation unless you plan on going full varbie and nuking any chances of you having kids

Anyways, read the stick, train a lot, eat a lot (of protein), sleep a lot. Try bulking up and focus on muscle groups that you want to grow (if you're a beginner train them twice a week, if you're advancing, train them three times a week) and so on. Getting buff is hard but not complicated

Set a different goal rather than just "be big", because believe me you'll never be big enough, this kind of behavior is gateway to body dysmorphia.
Go about being strong, being athletic, compete on stage or something like that, something rather meaningful. You do have a big base, so you'll get up there eventually.
Your base principles will be:
1) Eat in a surplus, BUT track it. People almost every time are not eating enough and start blaming genetics. You won't do that mistake, log your food, don't runaway from carbs, carbs are the needed to build new structure in your body.
2) Find a form of resistance training you enjoy. Do it with intensity, imagine you're an actual athlete training, push yourself and try to your absolute best on each and every set, no slacking.
3) Plan out on how your menstrual cycle affects your body in terms of training. You might have to change your training for the days where you feel depleted and tired.
4) Trust the process. Progress happens day by day, stick to your routine and don't get too dwelled on your weight as far as to weight every day or compare your photos all the time.

A good "Gateway" to lifting for girls is powerlifting. The training programs help you build overall full body strength and size - which you need - and over objective feedback that is quantifiable and consistent: if (after the 3-6 week of early neurological gains period) you are gaining strength then you are gaining muscle. Period. And muscle is what you want.
Gauging progress by "aesthetics" or just scale weight is full of problems. As skinny as you are, if you gain weight and strength, you will star looking better, especially since women packing more ass and thighs always looks better anyway. This is a huge advantage skinny women have over skinny men.
Powerlifting is also kind of fun and offers women opportunities to show others their body under the guise of "look how strong I am" rather than just "look at my ass", even though the net result is the same: people looking at your ass.
