Pumpkin seeds. Ignore the people levying proclamations of doom and just try them for a week and see what you think. Sprout them before eating if you're really worried about le bad phytochems. Ginger, turmeric, and freshly ground black pepper are good, too. Save whatever bones you get from your meat and make a broth of them to help supplement your connective tissues. Buying the bones is worthwhile, too. Muscles don't like to grow when they're stronger than the surrounding tissues. You'll grow slower at first following a plan like this, but that's because you're focusing on bulking up more than just your muscles and fat. Once you've got scaffolding built you'll grow much faster.
Depends on yoyr country but usually these foods are the best bang for your buck:
For protein: Milk, chicken, canned tuna, peanuts, beans, lentils, beef, whatever meat is on sale
For carbs: oats, potatoes, rice, depending on your country some crackers or types of bread can be great.
Other than that whey protein is pretty cheap and theres some brands of meal replacement shakes that are pretty cheap too, you can add those to your diet.

for breakfast have a bowl of rice and add a shitload of honey to it. That ought to be 1500 calories in itself
